The Comprehensive Economic Development Strategy (CEDS) methodology of the Economic Development Administration (EDA) of the Department of Commerce in Washington proposes the creation of regional economic development plans to achieve prosperity and a better quality of life, promoting the creation of  startups, jobs, income from innovation, exports, sustainable businesses and business growth.

The Border Regional Economic Development Strategy (BREDS) methodology is a branch of the EDA CEDS methodology, focused on the development of the border between two countries. The iCluster binational team worked closely with EDA to promote BREDS adoption in the US-Mexico border.
